Should I be concerned or call a bluff?

I received an intent to litigate letter from navient after defaulting about six months ago. I have already gotten a litigation review letter, harassing calls to myself and others with familial association, and some settlement offers, which weren't very good (like 70% and 55%). Does this letter mean getting sued is imminent and that the SOL will not run its course for me? Just wondering if anyone has gotten this letter before and whether it's some idle threat/scare tactic or if I'm in real trouble here.

Two months later and no summons to court as of now. Just collections calls, and a few more crappy settlement offers.

I'll say this, I will talk to a lawyer before I talk to the Navient terrorists and get played into resetting my SOL.
