Are estate agents allowed to ask for additional fees from tennants?

Looking at houses to rent and found one I like. Looking at the website they're asking for additional fees from tenants. IIRC there was a new law introduced in 2019 to cut down on what can be asked. In the advert the agency are asking for; >Fees to: Tenants (all prices are inclusive of VAT) before you move in: Referencing fee (tenants share) 100.00 per applicant Additional Tenant Fee (admin on move in) 150.00 per tenancy Guarantor Fee 100.00 per guarantor (if required) Pet Deposit Returnable additional Security Deposit of up to 200.00 may be requested during your tenancy: Amendment Fee 50.00 Contract negotiation, amending terms and updating your tenancy agreement during your tenancy Renewal Fee (tenants share) 50.00 other fees and charges: Lost Security Items 10.00 plus item cost Out of Hours Services 20.00 per hour plus any actual costs incurred Unpaid Rent / Returned Payments Interest at 8% above Bank of England Base Rate from date due Professional Cleaning (if required) 40.00 per hour which will be deducted from the Security Deposit
