Why do non-football fans in the UK still view our fans as hooligans?

Another round of european games last night and more cases of british fans being targeted by European fans/ultras resulting in violence. However most comments on here and other forms of social media always blame the British fans and I was just wondering why people still have this opinion when its clear that hooliganism in football is significantly more trouble on the continent? Worth noting - we do have knackers who follow football (and other sports in the UK, dont get me started on the rugby blokes who ruin newcastle once a weekend for the magic weekend). However its not at the organised levels of clubs on the continent.
