Had to be in the script. The Coen brothers are notorious for having actors follow the script to the letter.

In the commentary for Fargo, Peter Stormare recalls how they made him redo a take because he said "pancake house" when the script was written as "pancakes house." He thought it was a typo.

It seems unscripted to me, but I can be convinced that it is 100% the Coen Brothers way of demonstrating Brandt's nervous chatter.

The error I am more confident of is where John Goodman pauses in the diner, forgets his line, slightly lowers his head, recovers and says "that's the stress talking"
