ULPT request: How to crash another phone on same network

Somebody in my shared property just ruthlessly plays TOP VOLUME TikTok’s all night through early hours into the morning - 2/3 second clips over and over and over. Weve had hundreds of conversations/arguements about this.
If we’re both on the same local network, can I get in and crash their phone to shut them tf up? And is there any way to shut them up when they’re on their mobile network - ie get in whilst they’re on our joint Wi-Fi and put something in place that would work when they’re on their own network?

It’s a bunch harder in iOS sadly. Could you get a dirt cheap, even used, Android device. Yoj could then port something like Kali or Backtrack to it, huge numbers of tutorials on using the tools that come with.

Depends entirely on the model of the router you're using. Some of them do not allow cross communication on wifi by default (sometimes called device isolation), but not all.
You could try looking for exploits for the person's phone to attempt to nuke it but most likely they'll be patched up about as quickly as the exploits are released and if you're not already good at device and network security you've got a lot of work ahead of you.
Anything you do to try to curb this person's use of wifi will ultimately result in them not using the wifi and just switching to cellular. Perhaps this person cannot pay for unlimited data, but even then TicTok videos still have sound at ultra low quality video settings. Let's assume that the roommate cannot afford unlimited cellular and will not pay for it.
Most cheap consumer routers do not allow you to do advanced network throttling so you're not likely able to throttle the site specifically. You may be able to throttle the phone by MAC, but phones can, and often do, spoof MAC addresses, and as stated above, even a slow connection still gets sound. You could possibly block the site, but that would tip off the roommate immediately.
One fun thing you can do is if you're logged into the router manually block the dude from using wifi for 2-3 seconds at a time when this is going on. Unblock for 20 seconds and just go nuts. Most of the videos will be cached but it will still be a pain when videos just won't load and maybe it'll deter this behavior slightly.
But what you should really do is just sneak into the roommates room and submerge the phone in urine for a few minutes and then sneak back out. Every night. For weeks. Or just smash it with a hammer. When Vine was a thing I had a coworker who would let them play, loud, because he knew it drove us crazy, which is why I got into our firewall and forwarded all Vine traffic from his devices to shock sites.

Type in 192.168.1.1 while connected to the wifi. Should get you access to the router to block access or slow speed. You could also get another computer to take all the messages and loop them for a few seconds before letting them into the internet. (Not a computer person but my son is… this was his recommendation for a friend of mine whose boarder was watching porn all night.)

Much better method is to run an ipconfig command in command prompt and see what the gateway is. Most gateway management is either .1 or .254 for the last octet of the network. To actually access the router and any config settings though your going to need the username and PW for the gateway config. Most routers these days don't use set default credentials and instead list the random password it came with on a sticker on the router. OP probably doesn't have access to the router.
They could run a tool like Wireshark or Angry IP scanner and see if they can identify the IP of the device owned by the "offender" and then use something like LOIC to DDOS the device. The only problem is once they disconnect from Wi-Fi and go to a cell connection this method will quit working.
Heads up OP anything above will almost certainly fall on the bad side of CFAA law if in the US and can end up in charges, fair warning.

You could try to setup a firewall on the modem, during. It will be very hard for him to figure out whats going on if you do it only at night

Look up a pwnagotchi or similiar device. Set it to ruthlessly deauth that particular MAC address. To him will just appear that his phone is constantly having connection issues and spotty WiFi. You sorta have to know what you are doing but isn’t too hard with lots of YouTube tutorials.

Can’t hurt their mobile network. But if you can log into the WiFi you can ban their phones IP.

Nothing you can do directly to their phone that doesn't involve grabbing it and smashing it physically.
That being said, once their early morning TikTok session ends, it's time for you to start being real noisy in the most annoying ways imaginable to ensure they cannot get any sleep whatsoever. Neither will you, but you have to lean in and suck it the fuck up until you break them. Inform them it will not stop until their loud late night into the early morning TikTok sessions end and they get some fucking headphones.
