Right. The hook on the trigger guard suggests to me it was originally a handgun, but I could be mistaken. Have the barrels been altered? Shortened? Are they rifled?

He said in a comment to me they are rifled. My best guess is a Garrucha. Tons of models that look similar to this, they were chambered in .38 S&W and were popular in Argentina / Brazil.

I think they are called a garrachucha. Apparently gaucho from Argentina carried and used these for self defence. https://en.m.wikipedia.org/wiki/Garrucha_(pistol)

Best guess is some locally produced Garrucha. Looks like they were popular in Argentina and Brazil for a while and can be found in a sorts of odd ball calibers, including 38 S&W
