Ive been using an extension cord with a surge protector to plug my pc and monitor and other stuff, but it is comnected to a 2 prong outlet amd the extension cord was supposed to have a 3 prong but the ground prong was removed by the electrician and said it was "ok" and said that "we usually remove this, its ok" should i be worried? ive been using my pc for a year and no problems (only ram ones giving me blue / green screens)

If it works, it works. I'd definitely look into getting a 3 pronged reliable power strip and surge protector. No sense risking a lot of valuable components just cause you didn't want to pay for a proper plug.

Have a power surge with 3 prongs but try to eliminate having many extension cords linked together.
