Is it possible to legally create an armed commune?

Let's say hypothetically I hired people to build a compound in a town that has next to no people. Is it legal for me to build this town around being armed and prepared for civil unrest? It won't be religious in any way. The whole town will be based around having shared responsibility of looking out for each other, and I'm 99% sure I can get at least a couple hundred people to live there full time. I figured the jobs that would be brought along will be based around community, like agriculture, and complex specialties like judges and attorneys would contract out of town.
How would the justice system work? Is this even feasible?

Yeah but to get licensed you just need a few courses, a couple hundred bucks and a few hours in class are nothing if you’re looking into starting your own neighborhood. We have a golf course nearby, filled with million dollar houses, the likes of football players and baseball players etc, gated with security. Not allowed in unless they say so. As for what does it take to have your own REAL police force? That may take a bit more, but money talks.

Crime would be handled through a community based approach. There will be a jail, for instances that are severe enough to be held there immediately after arrest. The police force would be community elected, and punishments would be community made decisions. This is where the lawyers and attorneys would play their role of deciding what is legally accepted federally wise.
I was going to consult with a lawyer to see refine how I would go about this, because I'm going to keep it 100% honest, this is out of my league of knowledge and I'm not going to front like it's not.

Infrastructure related to necessities like water and electricity would be handled according to regulations, there would be dedicated buildings to electricity specifically. Water would be managed through wells. I can get some permits to drill wells and I know a couple of groups dedicated to tapping water and the cost for that would be around $10,000 total for 3~ wells where I live.
Electricity would be handled through a mixture of grants for starting the construction for on grid connections if it's found to be possible, to start it will have to be off-grid solutions like wind farms and solar. Storage banks would be a big part of this, a tight knit community would help drastically.

That's not true in many states. As one example, Washington restricts building in rural areas to limit urban sprawl, and also has a minimum population requirement of, I think 3000, to incorporate a city

I think legality would matter a ton, I want this to work out regardless of whether civil unrest starts tearing this nation apart or not. I want it completely legal because I don't want it to get wiped out like Waco

But in seriousness - firearms are legal in the US. What is the difference? Would firearm ownership be required? The city would charge a higher tax % that goes to protect against potential civil unrest?
I think you'd have a hard time legally mandating gun ownership, training, etc. Maybe start a community based militia instead?
Or perhaps you could have more rules in a private compound/co-op that's community owned? Still, I think requiring gun ownership could cause some legal issues. Maybe do it in a country with a weak legal framework?
Also, even if you aren't a nutjob, you will 100% attract nujobs.
