Shot this at RNO in January. Happened to catch the runway lights turning on. The plane departing is a DAL (Skywest) e-175.

That is so satisfying.

Cool to see. Is it not mandatory to have the runway lights on when the runway is active??

depends on time of day/night and the airport itself
Lights are used mainly at night although some lights are always on.
Some airports don't have any lights on at night until the pilot turns them on himself.

Depends on the particular type of runway lights. TLDR: time of day and weather conditions come into play for some of them, and some airfields may also have their own SOP for when they turn them on/off, but the pilot using the runway can also request any or all be turned on/off as needed or desired.

Where do you go in Reno to catch this awesome view?

this was taken at Huffaker Park, near the Gazebo. Very accessible. the other option is to go to rattlesnake mountain/hill that is just north of huffaker for a closer up view with slightly harder access.
