On the May 3, 2025 Election Ballot the City of Plano will be putting the following Bonds up for election by the voters of the City. Tomorrow, Wednesday, April 2 the Rotary Clubs of Plano will be hosting Plano’s Budget Director Karen Rhodes-Whitley as she presents the bonds you will get to vote on.
Date: Wed, Apr 2, 2025
Time: 12 noon to 1pm
Location: Gleneagles Country Club, 5401 W. Park Blvd., Plano, TX 75093
Lunch Tickets (yes you get fed): $25 purchased online, $30 at the door.
Proposition A: Street Improvements
- $316 Million
- Repair/Replace Streets, Bridges, Sidewalks

Proposition B: Police Headquarters
- $155 Million
- New Police Hq
- Public Safety Communications Facility

$200 million dollars, the total amount slotted for the police facilities, is what it would cost to built a large shopping mall or a small corporate campus.
It's about 1/6 what was spent to build the newest Rangers stadium.
I can not think of a reason that the Plano police department needs something the size of a shopping mall in a city with one of the wealthiest, and therefore lowest crime rates, in the entire country.

The Plano Police HQ at 14th/H is small and over 50 years old. If this bond passes a new larger HQ will be built on the NW corner of Alma/Park.

“Paid for by taxes” ≠ “raise taxes”
As old debt gets paid off the ability to fund new debt through existing revenue is created.
And don’t try create some “pay-go” strawman here. “Pay-go” is illegal under state law and capital expenditures must be paid for with bonds.
Infrastructure must be maintained or it falls apart and becomes even more expensive to repair in the future.
The question for voters is: are each of the bonds worth it? I bet the police HQ gets voted down and the others pass.

Rotary holds municipal forums before every election. This week (4/2) is bonds. Next week (4/9) is Plano ISD. The following week (4/16) is Plano City Council.
