That is the part people do not get. There is no end game. They are not playing 4D chess. They are riding momentum, caught in the same machine as everyone else, just with more padding. The system is broken, yes, but it still funnels power and comfort to the top, and they have learned to survive by clinging to it, even as it collapses.
They do not need a long-term plan. The illusion of control is enough. And when it finally falls apart? Some will bunker down, some will flee, and yes, some will get turned on by their staff. But most of them do not believe that day will come, because it has not yet. Delusion is a hell of a drug, especially when it comes with private security and imported champagne.
It is not about rebuilding or fixing anything. It is about lasting just one more day in a dream that is already dead.

Do you think it is possible for any billionaire to prevent collapse? Isn't this subreddit's premise rather that collapse is inevitable. If it is inevitable, then we can move past that hurdle and think about how you might use fabulous wealth to protect yourself and your loved ones.
A bunker in some location like New Zealand or whatever is just billionaire's version of prepping for collapse. A small timer prepper buys guns, soup cans, batteries, lighters, gizmos, and stockpiles oil and gas -- well, a big bunker is the same deal, just in a larger and grander scale. I believe the central use case is not collapse of society, but e.g. survival through the first few years of a nuclear world war, where not being exposed to radiation could be critical for the first few years.
Billionaires are very much part of the problem set because they are brought to top by system of ownership of property and productive assets. Their interest in prolonging the system, which is a problem because the system as such is not sustainable, and so it can't be sustained. Even the hoi polloi do this sort of stuff at small scale: saving for retirement via investing in stocks, speculating on bitcoin, or whatever; it is all attempting to create some kind of cushion of ownership of property, to later extract work and resources against their claims in some future time as needed. This is not likely to work in the long term, though, because future production capability will be less than it is today, and thus the large financial obligations must be satisfied from smaller production basis, meaning that something like the soft default via inflation at minimum is going to happen and eat away a big chunk of those obligations. In harder scenarios, there could be a global financial crash in some near future, created by destruction of asset bubble, dearth of energy reducing industrial output starting past peak oil (really: we should call it peak energy), and debt and inflation spiraling out of control as the productive basis of society reduces some 5-10 % every year, and we enter the degrowth era where each year people end up losing something like half decade's worth of gains at their purchasing power.
In fact, where I live, this has already started -- some 10 years worth of purchasing power has been lost in recent years, and economists keep predicting a recovery, but somehow it has repeatedly failed to materialize. Well, I think I know why -- collapse is driven by decreases in resources, and by increases in pollution, not money, which we can control and thus create or destroy at a rate we wish and where we wish, but modern politicians and economists appear to not consider these other factors in their predictions.

I believe it's not enough to be fabulously wealthy - others also have to be desperately poor.
If you are rich in, say, a Nordic low-inequality country, your employees/servants won't be desperate, in fear of what would happen if they lost your favour. If they think you're an idiot or are treating them unreasonably, they will leave, possibly speaking their mind first.
But if everyone other than the filthy rich are barely able to survive, then as a rich person, you can live a life of fantasy levels of narcissism, weighted on hand and foot by people who will always be sycophantic, and don't even need to be paid much. Lovely!

I’ve never known billionaire level wealthy people but I’ve known multimillionaire, generational wealth. They are much closer to us than musk and you wouldn’t believe how out of touch they are with regular people. It stands to reason billionaires are even more out of touch, even from millionaires. Given that, I don’t find it hard to believe they think it’ll all work out for them. After all, it always has.

I tell people that the end of medicare, ss, medicaide means 25% unemployment, Trumpvilles everywhere, hunger, societal collapse. Fighting in the streets. Add on tarrifs, we could see 50% unemployment. Seniors dying in the streets due to lack of food, shelter, healthcare.
This is the plan of the billionaires. They can buy everything up and steal the rest. We will be busy fighting each other for scraps.

I think your point number two misses the mark. It will not be private industry per se that replaces these services.
A vacuum on this level is often filled by gangs. They tend to have a level of flexibility and efficiency found nowhere else. Easy, low cost startup to fill the gap.

I, for one, am watching many of these crumbles as closely as my mental health can allow.
Sudan is another with youth being a factor.
Lebanon is really interesting in that it had, had, past tense, a fairly decent infrastructure aka water, sewer, electricity, roads, bridges. It had a fair number of years of 'wotking society' meaning you aren't grovelling for food and clean water daily but that there was industry, commerce, education.
I think having those things means there are more resources, in general, that are co-opted by ... Oh we need a name here... 'functional gangs' versus 'warring gangs'. ? I am at a loss for language to differentiate because this is not my wheelhouse but i am trying to make sense of what we are seeing and to figure out why one is much much worse than the other.
But also if you had a functioning system then the people there that knew that functioning system might demand the gangs conform, atleast somewhat, with the needs and norms of that previous system?

I used to be a social worker. I can't stress enough how vital Medicaid and Medicare are.
Just consider the mentally ill who are diagnosed with schizophrenia and are disabled and have to take antipsychotic meds every day. If you take that away, they will fall into crisis almost immediately. They will loose touch with reality and become vulnerable to homelessness, arrest, exploitation, violence, starvation, even death.
This will happen simultaneously in every community all over the US. It will be chaos. That's just one of the vulnerable populations that these programs help.

As just as societal safety nets are being obliterated, the biosphere is collapsing and it, too, will not come back. By the time people realize that our life support system has been destroyed, it will be too late. Imo, it already is.

Your first point is really important and cannot be stressed enough.
Even if Democrats win the next election (which won't happen because project 2025 will find a way to prevent it) there will be simply too much deep damage to infrastructure, economy, and political / fiscal institutions on federal, state, and local level. At some point it cannot be repaired. Same regarding the social fabric of the USA. Distrust and racism all around.
It is an high-octane accerelated collapse and I don't see the long game here but you Americans should really focus on your individual and communal collapse preparations.

It's going to be bad enough that the pockets of people will band together. For some reason, though, people accepting a paycheck with an extra few hundred zeros at the end that's a stab at how it'll take a wheel barrow full for a loaf pretty soon will show up in there black suvs and tactical gear. They will have full blessing of our remaining oligarchs and the circle will be complete.
