Is a 'check electronics' light for modern vehicles a good idea or would it create more worry for owners?

The entire service and electrical manual should be embedded in the vehicle memory.
We should not need an auxiliary diagnostic computer to ask the car what the complaint is.

But then people would never take them to the dealership, and worse Jimbob would see an 02 sensor code and cut his cats off.

$20 OBD readers exist and I'm not convinced that a lack of information helps anyone.

Obd2 will read only obd codes not brand specific. I agree info should be public but theres tons of misinformation out there.
A lot of modern cars set all sorts of codes for no reason, an experienced professional will be able to sort through those. An unexperienced consumer might freak out. I have seen it at work in person.

Would it lead the vehicle's operator to take an action different to the primary malfunction indicator light?

Yeah, cause now I'd need a SECOND piece of tape to cover up a second light.

How about a screen that just says the problem rather then a useless light.
