MY ROMAN EMPIRE! Girl Scouts sell cookies from either Little Brownie Bakers or ABC Bakers. LBB uses the names you are probably more familiar with, like Samoas and Tagalongs, while ABC uses the generic Caramel deLites and Peanut Butter Patties. Many people feel (myself included) that ABC quality is much worse.
This is something that really gets me, especially since my nieces troop is in the ABC section. I want to support them (and I do), but I don't even want the cookies because I know what they should taste like, and instead I get these chalky, bland crunch piles.

I'm something of an expert myself on LBB vs ABC. I also prefer LBB (purely on taste) and am blessed to live in their zone, if only for Adventurefuls. I am a little sad that I probably won't get to try a toastee-yay ever.
That being said, I have good and bad news. Good news, ABC cookies are actually the higher quality ones. The ingredients they use are more organic, and they are much better for food allergies and restrictions than LBB is. For instance, the ABC gluten-free cookie (the chocolate chip one) is made in a factory dedicated solely to gluten-free products, unlike LBB's. Their Peanut Butter Patties are vegan, whereas Tagalongs are not.
Now for the bad news: You know that study that's making the rounds in the news about GS cookies having heavy metals? They only tested ABC cookies, and the "heavy metals" (which were in miniscule amounts) are ironically the by-products of using less processed ingredients and substitutes. On top of that, ingredients like rice flower (used in the gluten-free cookies) are generally not as popular with the general public as normal flour/stuff with gluten, to the point that those cookies tend to be the worst selling ones. Even within LBB the higher quality cookies don't sell as well as the others, despite costing more to produce.
Girl Scouts used to go back and forth between the two, but inevitably there would be complaints from different councils, on both sides. So that's why they finally cut a deal with both bakers, so councils can choose which baker is better for their region.

Trust me, I know - but they still end up selling anyway, and my sister is the troop leader, so it's not my fight to fight. But on a note related to the actual post - someone did actually take boxes without their Venmo payment going through, and my sister was on the hook for recouping the entire cost, which makes the whole $1 a box the girls even more aggravating.
If I have kids, they would not be Scouts, I can tell you that much.

Girl Scout leader here! I run a multi-age troop in a small town and have girls from 1st grade up to HS Seniors, 19 girls total broken into smaller age-appropriate groups. We teach our girls to check every $20+ bill they get. We spend time learning about all the safety features and they practice checking bills, we even throw some prop bills in. As an extra measure of safety, we have counterfeit pens at every booth. One of our parents is in the banking industry and brings a UV light. We meet 2 times a week in the 2 months before cookie season. We focus a lot on "cookie math," interacting with the public, goal setting with what I call the "baby step" method, and designing our booths. These girls work hard to prepare and for some of them, it is their first introduction to all of these things. Their profits from these sales are what allow our girls to do all of the amazing, fun, and educational things they want to do. This year my girls have taken swim lessons, been to several Indigenous museums in our area, learned about internet safety, went to the coolest aquarium, been snowshoeing, went to spring camp, visited a library designed for kids (the loudest library I've ever been in,) wrote and performed a play about loving yourself and finding friends that accept you for you. Just to name a few. Most of our girls would never get the chance to do even one of those things, they come from toxic homes in a drug-addled town of less than 3000 people. I know the Girl Scout experience gives these girls a safe place, keeps them off the streets, and teaches them life skills they aren't going to get at home. Unethical and belongs in this sub, yes. Hurts children so it crosses the line? Also yes. Just don't.
TLDR: Girl Scouts are taught to spot fake bills, they work hard and learn a lot with the profit earned. Don't hurt kids.

I was always under the impression that the "lessons" learned in Girls Scouts after the cookie sale fundraising was more camping, more outdoorsy activities, et al. I had no idea it was this expansive and comprehensive.
After reading your comment, I feel beyond buying the cookies, I want to donate to the organization directly to ensure the activities you've highlighted above are always accessible to all the girls who participate. Please keep up the good, and important work you do for these young ladies. Bless you.

Thank you for understanding the importance of this program, especially for underprivileged youth in underserved communities. If you want to support the organization as a whole (ie scholarship funding, vouchers that cover enrollment, and a vest or sash) the Girl Scout website is the place to go. Also, most troops have a way for you to buy cookies to send to troops, hospitals, women's shelters, and youth-centered homes like Cacoon House.

To the OP and the 4.4k people who upvoted this: These are little kids selling cookies in the freezing cold, overcoming anxiety to approach and talk to strangers, they get told "no" a hundred times an hour, they're nervous about doing the mental math to add up the total cost. They work through a lot of anxiety to do this because some of them wouldn't ever get to go camping, to the zoo, or to a waterpark ever without cookie sale money. Losses from scams/stealing comes directly out of the troop bank account. It isn't reimbursed by anyone.
Steal from Walmart or Target all day. Stealing from little girls trying to earn an honest dollar is just fucked. And yes, I know what sub I'm in.

That one parent is onto something because the pens are notorious for failing to catch most fakes. A UV light is the next best step. Amazon / eBay sells them. They are for motion picture use. They sell $20 versions too which most cashiers will miss. I don't recommend doing this though. Just know it's going around where I am located and my store got hit with these.

They already do. Cookies are pre-paid by the parents. The money is “recouped” by the parents when they are sold door-to-door, otherwise they simply purchased the cookies “for themselves” (in a lot of areas; obviously not a rule for all).

Not quite true. The troop is on the hook for the boxes at cookie booths, not the parents. When the girl sells cookies on her own, the parent writes a check for the total and then recoups from buyers, but these are for ordered cookies that are going to a specific person, not some supply of cookies to sell door-to-door.
It is frowned upon to go door-to-door to people you do not know for safety reasons. That’s the whole point of having the booths so that you can sell to the “public” in a safe way after selling privately to your friends and family.

Our troop works on an honor system for girl-sold cookies. They do pre-orders that are pre-paid by the end customer, of course. They also go door-to-door in groups of three with a parent and all the cookies they take are "checked out" and tracked by the girls (our cookie parents are amazing and are teaching the girls about inventory, supply and demand, and scheduling!) The money and any leftover cookies from door-to-door are returned to our inventory and sold at booths. We trade inventory with other troops in our area and have a cookie closet in the closest city that we can get more cookies from, or return any we don't sell. I think it really depends on the area you are in. 😄

My kids are girl scouts so we just got done with this. A slow cookie booth we might sell 150-200 boxes. A busy one we'd sell 500 or more. And we averaged about 60-70% cash sales. We'd bring a couple hundred bucks in 5's and 10's at the start so change was never really an issue.

I actually did something very close to this 10 years ago. A friend of mine got a counterfeit $20 from his serving job and gave it to me as a joke. Well a few weeks later I'm on a first date with this really cute girl. We decided to go to the Christmas lights in the park. This was an annual event hosted by the local Boy Scout troops. As we're walking in I noticed that it's cash only and I don't want to look cheap in front of my date. So the inevitable happens and some innocent boy scout accepted my counterfeit bill without question.

It’s like Boy Scouts/cub scouts. Girl Scouts sell cookies to fund their trips and things. $5-6 a box, ten girls to a troop, and with families buying to support/ strangers buying because it’s the only way you get them, it’s a lot easier for the kids to get to go and do things without the parents having to cough up the money themselves individually. They only sell for a certain window, it’s actually closing soon iirc.

After reading most of the comments on this thread, I have to say that it's worth the investment to get yourself a portable counterfeit detector to check for 7+ security features in one second. Eliminate any doubt over receiving counterfeit bills with a D470. Bleached bills fool the counterfeit pens and certain vendors are deliberately targeted by fraudsters because they assume there is low risk in using counterfeits.

That’s fucked up. The money from cookie sales directly funds the Girl Scout troop selling. That’s also why it stings when people say “I just bought a bunch from [other girl in different troop]!” It’s not one big communal pot. Each troop is separate.

The Girl Scouts organization doesn’t pay full price, but the actual Girl Scout selling you the cookies absolutely does. Girl Scouts gives the troop money back and girls get “cookie credits” but they get their money first.
As a Girl Scout parent I literally paid $6000 for her 1000 boxes that we then resold. Every “free sample” the girls gave out was from my inventory at $6/box

To be clear, GSUSA doesn’t get any money from cookie sales: the bakery gets about half, the local council gets about a third, and the troop gets the rest.
Our council operates on a presale model. Parents pick up the cookies they ordered and then pay the troop after delivery. The troop bank account gets an ACH swipe midway through the season and then the remainder is collected after everything is closed out. Nothing is prepaid in our council.

The risk to reward ratio just isn't there. Sure "free" cookies although counterfeits are not free to make and if you get caught, which you will cause you don't know how to make a bill feel real let alone look real, you gonna get the secret service up your ass real quick.
The real tip would be to pass bills at gas stations in the middle of the night far away from anywhere you work or live.
Fast cashing is easier, more lucrative, and a smaller potential legal penalty. You can even do it to the girl scouts if you're feeling exceptionally shitty.

I don’t actually know anything about the Girl Scouts except for a few things I’ve heard here and there. As I understand it though, the organization thrives from the cookie selling, and the actual girl scouts are more or less pawns in the game ie. nobody can say no to a child selling something as small as a box of cookies. And furthermore, if a bunch of cookies were fraudulently purchased, it would be a spit in the ocean and the law would not come down in any meaningful way on one of the scouts.
