Can a used tv (broken) and a small piece of furniture be dumped in the green dumpster?

No. Tube TVs especially are hazardous waste and must be taken to a place that accepts them. Also, dumping anything into a dumpster that you're not authorized to use is considered theft of services and can be prosecuted as a crime.

It's an LCD TV not a tube.
