How would you go about creating a well constructed resume with relevant skills and projects.
Since a bachelor degree isn’t necessarily needed for Web development, so what are the alternatives for growth?
How did you get started and overcome this problem.

Make a personal website and use it as a portfolio. Then you can link it on the header AND list it as a relevant project.
Show, don't tell.

If you are teaching yourself, it can be very helpful to work on something that you are extremely passionate about. Must keep momentum when relying on internal motivation.
Then your skills and resume will be a reflection of these passion projects. If you choose popular tools that are diverse enough to make self-contained projects, surely those will be relevant skills.
