PC won’t boot, no display, fans running at full speed, Ram rgb lights up.

Alright! As the title states my pc is having some troubles booting. I originally figured there was trouble with the Mobo, especially since it didn’t have debug lighting to indicate why the pc wasn’t booting. After grabbing a new mobo while keeping the same parts, there is no change. I’ve tried reseating Ram sticks to get something going, also a no-go. I’ve boiled it down to either a Psu issue or a CPU issue, I’m inclined to think it’s the cpu as the debug light corresponding is permanently lit. Is anyone able to offer some advice or point me in the right direction? I don’t have the money right now to replace too much more, but any info would help.
Mobo: MSI Pro b550m-vc wifi CPU: Ryzen 5 5600 (stock wraith fan) RAM: Corsair Vengeance rgb Pro 3600 16gb (x4) PSU: Corsair CX750M GPU: Gigabyte Gaming OC 3070ti 8GB

I had the same issue when I finally took it to the repair shop. I was there in person to watch the guy cleared my cmos battery and pretty much waited out for like 10 mins, until he finally was able to get a display boot up. He went into my bios to change my ram settings from xmp on to off (6000mhz to 4800mhz), since I'm using 2 DDR5 ram sticks and I guess it was unstable he said, which needed some time training the memory, but that was when my pc was fine running at 6000mhz for a month and decided to not boot up one day.
After going home, I set it back to xmp on again so I can run it at its advertised speeds (6000mhz) and so far its been fine for now.

Did this issue ever come back for you? my friend did the cmos thing for me after my issues got to this point (it used to black screen when watching videos/games and eventually ended up not booting) however after 3 weeks it has just happened to me again.

Sorry for the late reply. Everything now is still fine and I haven’t bumped into any problems yet.
If you can, I would try to get your pc checked out by an expert or shop and see if there’s maybe a solution since mine didn’t cost anything for just a diagnostic. Some shops do charge a fee but there might be others that do it for free.

No problem, thank you for the reply. My friend is very good with computers so he is helping me when possible but it's a slow process working through things. I tried changing the Cmos battery this time to see if that helps any. If not we will try working through parts as much as well can to see if any make a difference.

Need more info. Is this a new build that's not posting first time or is this an old build that just stopped working? Have you recently upgraded anything or changed settings? If it's a new build I'd say maybe the board needs a bios update to support a 5000 series processor. Since you said the debug led was lighting up it seems the pc is getting power, so I'd say it's unlikely the psu is the issue. First thing if you haven't already done it, clear the cmos.

New build. The old build stopped working and I got a new mobo as a result, for fear of it being dead, yet no change. As such there’s been no change in settings since the last time I booted it, no OC or enhanced settings besides boot mode, but that would be a moot point as even in my old build with the proper boot settings I couldn’t get it to work either. The new mobo came in as 5000 series ready so I would figure it would be supported, but even so I can still get a bios update to check that off. The problem still lies in that consistent between the old build and the new build, it won’t boot successfully

Clear cmos. Unplug all non-essential components like secondary hard drives and all usb devices etc. Try booting with one stick of ram. Make sure that one stick is in the correct slot. If it won't boot with one stick try it with each individually. Make sure morning pressure is good on your cpu cooler. Make sure you have a fan connected to the cpu fan slot. Make sure you don't have any standoffs behind the motherboard that aren't lined up with the screw holes that could be shorting something. Try unplugging the front panel io connectors and shorting the power pins to get it to start. Just a few troubleshooting steps to try.

Hello, I woul like to thank you. Apparently I put the ram back in on the wrong slot when checking what ram type I have, and it wasn't booting. You're genuinely a life saver, my local PC repair place is wishing ill upon you

I have the same problem as him but I did change the ram speed and I can’t turn the computer off. I have a intel core i5-7600 gtx 1060 asrock z270 sli killer and a 730w thermaltake cologne bronze psu

Did you ever figure it out ? Mine is now doing the same thing only when the PSU is screwed into the case. If it’s not screwed in everything runs fine
