Just keep changing jobs to avoid garnishment

Years ago one of my co workers quit because he got the 30 day notice that they were going to garnish his wages.
I chatted with him recently and he has been changing jobs every time they try to garnish his wages for years now.
He said that they send a letter before they begin the garnishment, so that’s when he quits and finds another job. He said it takes them several months, and sometimes years to get around to figuring out his new job and trying to garnish there.
Then they send another letter, so then he just quits again.
In some cases, he goes back to his old job after being gone for awhile.
Any one else do this?

I worked with him at a tv station about 15 years ago, but he has also worked at a grocery store, a car rental place and driving a forklift. I guess he is just good at getting jobs.
