A comma (,) is a punctuation mark used to separate parts of a sentence, showing a slight pause or break, and to separate items in a list.

The comma after the subject ; subject changed to the location of the place ; subject changed again for the reason continuing the first part.

It was copied, but their was no issue with the paragraph. The only issue was the way you read it without the understanding of how a comma break works.

No where in there if you read it right would you get the idea he was speeding on interstate 45.

The only reason to add the location is to give a visual to the reader of the location of the city. It's a form of creative writing. You might as well just state he was caught speeding in Texas and was due in court the way you want it written. But the way the author worded it gives your mind a visual representation of the location. Most news articles are short and precise, so readers get the details and much of the representation as possible without carrying the story too long to bore the reader.
