If you aren't a dumbass and can count higher than 10, it's really easy to get away with. A convenience store would probably have a similar policy.
I worked at a gas station before. Owners would only get after someone if the till was short more than $5. If someone was short a buck or two, sometimes it was more worthwhile and convenient to just let it go and give them what they're purchasing.
Margin is at least 30% and sometimes over 100% on lot of small items. There are some loss leaders like cheap beer or smoke which are sold at near cost to drive foot traffic but 30% is over all average.
