Second chance apartments

I'm looking for a second chance apartment in the Plano, Carrollton, and Garland area that has no breed and weight restrictions. My credit score is not that great but I've never rented/owned a property. I've already been rejected by one apartment, and I just don't want to keep paying these application and admin fees to just be rejected.
Side note: I'm thinking of applying to Wind Song apartments. The told me that they use a third-party to look a credit background but their main focuse is to see if there is an evictio, owning money to a landlord, utility debt, etc. She told me if I don't have any of these things I shouldn't have a problem being approved. If any of you are familiar with Wind Songs apartment. Tell me if what's she's saying is true because I don't want to pay $250 to just get rejected based on a lie I was told.

Stop Throwing Away Money on Application Fees!
Here’s the truth: Apartment Locators are paid by the property — not by you. Their commission doesn’t affect your rent, and you don’t owe them a dime.
But here’s the key: Only one locator can get credit for assisting you, and they only do if you’re approved, move in, and list them as your referral on the application.

Every apartment uses a third-party to do Credit Checks & Background checks. They send your information, pay a fee & get back a "report" that will without a doubt classify you as high risk & deny you.
Call an apartment locator & ask about second chance leasing. Otherwise find a realtor who does private rentals.
Also no breed restrictions are EXTREMELY rare because it's almost impossible to get insurance on a multifamily property if you have no breed restrictions. I don't agree with the policy as a Pitty owner but that's just very unlikely.
