How do you handle concerns from HR & Accounting about Domain Admin rights?

I work at a small company where the owner was previously the entire IT team. Our HR/Accounting people are concerned about giving me Domain Admin rights because I would then technically have access to all the secure employee private information and company financials and they aren’t sure how to handle the legality. How do other companies handle this? Do Admins have to sign NDAs or something? I worked at my previous job for 10+ years and don’t remember what I may have signed when I started.
