Enforcement is in place Monday to Friday between 10 and 12 where you can only park with a permit or paid. Outside those hours you’re fine. So Saturday, Sunday all day you’re good. I suspect this is near a train station to discourage commuters
Technically it's to monetise on commuters as you can pay to park, if it was a system to discourage commuters it would be permit only, with permits only available to local residents (as in immediately local to the location).
It's a typical rapid expansion problem that's being avoided rather than solved, and then it's bastardised for profit. They want us to take trains to travel, but don't want us to travel to the locations where trains are by car, which in the UK is usually in a old and over populated area with limited parking, so they try to make us commute to our commute by bus or bike rather than creating better infrastructure. Then they realise they can make money by charging to park while it still appears as though they are discouraging driving, which discourages the councils and government from investing in better infrastructure
Re commuters - so the enforcement is active 10-12 noon so that a commuter vehicle parked from 7am-7pm would definitely be caught and ticketed for being dumped?
We lived on a road which was a 2 minute walk to the station. Had a single yellow line which was parking prohibited between 1pm and 2pm Monday to Friday for exactly this reason. The amusing part was that you could work out the route the traffic wardens would be taking on their patrol as the times on the surrounding streets varied either earlier or later
There was a proposal on a street near my childhood home, for there to be single yellows on both sides of the road, and have the restriction apply from 8-12 on one side, and 13-18 on the other side. I think a slightly saner restriction was decided on. Would suck to live somewhere along there without a driveway and do a WFH job.
If you live within a certain area you’re eligible for a permit (I think often at a cost per car) which allows you to keep your car there.
You also get a booklet for visitors with various different time frames on them (1 day, 1 week) that allow you to extend this to non-residents. You may actually get this regardless of whether you pay for a parking permit in most cases.
I drove through town, early, on the first day of a fair the other day. I am not exaggerating when I saw a cluster of 15 traffic wardens......I guess they were planning on a busy day.
They often just have it set for an hour or so during the day like this, I don't think the exact times make much difference it's just to stop people parking all day.
Theres a fair few roads like this near Brent Cross and you're exactly right - its to stop commuters parkign on residential roads
I live in Manchester and if i come to see a show and dont want to stay overnight i park there around 4pm, Tuve into west end, bite to eat, see the show, get on the tube back to Breant Cross (max 20 mins?) and in car and on the M1 in 5 mins home 2 to 2.5 hrs later

Cars produce air pollution, noise pollution, take up far too much space, and cause massive danger. They're not appropriate in a busy city of 10 million people.
Don’t worry? You can drive into London it’s fine. I mean like most busy cities if you can avoid it it’s better but no one’s going to hate you for it ( well apparently one person, everyone else is cool)

Where I agree with your interpretation, I disagree with your logic behind it. Commuters usually travel between 8ish and 9ish. By 10 am, the rush hour is long over.
You can disagree but you’d be wrong. It’s standard practice on residential roads near stations.
The point being that you cannot park there all day as commuters do. It has nothing to do with when commuters turn up.
I thought this too at first but another comment gave me the lightbulb moment. Commuters can’t park there at 8 because their car will still be there at the enforcement time. They’re commuting, the car will be there all day. Having the enforcement time only for a couple of hours means commuters can’t park there all day but locals aren’t really affected.

Hypothetically would make sense for heavy foot traffic only areas that do business in the evening.
I've lived in a tourist city, a no-drive zone, with the exception of ambulances and there is a time slot for deliveries.
They had like 3 hours for cars, but only around off-peak times when the streets were quiet. After that, bollards up.
If this is an area with nightlife, their staff would probably arrive at 10-12 to set up, so the time slot would make sense.
In England (unsure about the rest of the UK), we essentially have the right to park anywhere for free, unless we are restricted to do so in some form (double yellows, signage, motorways etc).
So all signs you see are always restrictions on what your can do, they're never 'this is what you're allowed to do' as the default position is you can park anywhere.
So to break the sign down into its components you are restricted from parking there between 10am to midday on Mondays - Fridays. Then the conditions of that restriction are:
- you are a permit holder
- or you pay by phone
And within that time restriction you are only allowed to park for one hour, and cannot return for another hour after leaving.
Every time outside of that you can do whatever you like for free.
Signs become much easier to read when you realise our rules say we can park wherever, unless restricted.
It also makes you realise how ridiculously car-centric this country is.
You're allowed to store your private property on public land, for free, with no permission, but only if it's got wheels. If I tried to put a greenhouse on a public road, it would be removed very quickly.
It's about time we started doing something about it. Maybe we should start charging people so if they want to use the public land for their cars they have to pay. I know we could call it road tax \s

If you google for 'pay road tax' it's the first result.
It's a very indirect tax on pollution - that would have to be per-mile billing at least. You pay the same if you use your vehicle for 10 miles in a year or 100,000 miles in a year.
Call it what you like it's the same thing, colloquially known as road tax. It isn't a tax on pollution but has been strongly tied to that for the last 20ish years. Electric cars are for example going to be taxed as of next year irrespective of their zero emissions along with the luxury car tax for cars over 40k irrespective of emissions.
Even an un-drivable (no pollution) car can't be kept on the road without paying.
I parked at a doctor's surgery with a similar sign but for disabled parking within time limits.
I came back to find a traffic warden giving me a ticket. He argued that outside the times posted, parking was not permitted at all by anyone. We argued until he phoned his supervisor to confirm he could give me a ticket.
He listened to his supervisor and then left without saying another word.
Just FYI in case you care: Showing the location code on the sign gives people the exact street section you are on if they use a popular parking app that is used in most of London.
Also, you can use that app to confirm that you can park there on Sunday. The same app will show that if you attempt to pay now, it will be charging you starting on Monday at 10:00am.

I did use an app and as you said, if only let me select a max of 1 hour but then it changes automatically to Monday.
If didnt help me understand if on Sunday, i was allowed to park for free OR if I was allowed to park for free for a max of 1 hour
It isn't intuitive. Particularly awkward when circling city centres in busy traffic looking for a suitable space. Not easy to read without slowing the flow of traffic.
However explanations by other posters have been very useful.

No, it will probably confirm that you are allowed to park until 11.00 on Monday. You don't think they will turn down the opportunity to take money off you, do you?
Yes, you can park for as long as you like and without paying on a Sunday.
Parking signs like this mean that the listed restrictions only apply inside the hours shown on the sign. At all other times it is unrestricted (and free) parking.
Youn can park anytime outside of 10-12 Monday to Friday without needing to buy a ticket. So all day Sunday is fine.
This is solely in place to stop workers parking near train stations on weekdays and going to work.
I wouldn't bet my life on it, but timed restrictions like that are likely to mean there is absolutely no enforcement at all outside of those times. It enables the local authority to reduce their patrol hours significantly.
I live in an area with similar restrictions. Outside those times people just park wherever the F they like, double yellows, drop kerbs, who cares.
I saw a supervisor taking round a new recruit a while back & asked him about it. He confirmed the area is only patrolled during those restricted hours, nothing at all outside them.
