Make sure the front of the cover goes into the slot/notch on the receiver
Assuming that is done, then you may have to put forward pressure on the rear of the dust cover to push the rear of the buffer spring forward such that the rear of the dust cover will go down into the notch/slot at the rear. Some AKs (e.g., Galils) are really tight in this respect.

There's actually a trick for getting an extremely tight dust cover in its place. Instead of sliding the recoil spring guide into its notch in the receiver, it can be left just below the notch. Then you can put the dust cover on without resistance and pull the charging handle, which makes the recoil spring slide up and lock into its place.

The only thing that might work for a real tight one like my saiga was is instead of putting the spring into the slides that they go into, put them right under where they are supposed to go and then fix the front of the cover and rack the slide. It may take a few times. It took me 4x before it worked for me.
