Im pretty new to pc building and I have a budget of 1000 or 1200. trying to get the best I can with my price range. please let me know if there is anything wrong with this build https://pcpartpicker.com/list/7KpYRV or if there is anything better I can get.

Nope. There's several things that aren't great here (assuming the build purpose is primarily gaming):
The 5800X isn't a great gaming CPU. If it MUST be AM4, consider the 5700X3D instead. Better yet, consider AM5 options.
RAM choice isn't great. Using 2x16GB is going to usually be better off than 4x8GB.
No SSD is a BAD choice. BAD BAD BAD. This machine will be sluggish as all hell in any loading situation that goes to the storage device. Sure, the FPS may not suffer, but getting TO the FPS will take far longer.
The graphics card choice is not a real price. Sure, it has a link to an Amazon listing, but you can't actually buy it from that link. There are currently no B580's available from any PCPP-linked source.
Power supply choice is decidedly "meh".
This is a far better build, with a graphics card that you can actually buy at that price (I did look for graphics card options that are higher-end than the 7600XT, but there really wasn't many good options without going like $300 higher):

It does. But the Phantom Spirit cooler, being only $35 is a decent investment as far as keeping down the fan noise.

Not really - AM4 platform is outdated now
5800X doesnt make sense for people playing games (which im assuming this is for)
4 dimms of memory doesnt benefit over 2
You have no SSD
BR units are fairly poor compared to other power supplies in the same price range like MSI's AGL units.

Replace that intel GPU with a 6600xt or better at that price range
You do not need extra case fans
Please get an ssd, this is a huge part of what makers modern pc's fast.
Use 2x16gb sticks of RAM
