Should we have compulsory 3rd party insurance for dogs?

Saw another thread regarding dog attacks and it made me wonder, should it be mandatory for dogs to be insured against damages? There’s obviously the biting/attacks angle which makes sense. It could also help people looking to rent with a dog since landlords would know that any pet-related damages could be followed up with the insurer. It’s also have the benefit of making larger more aggressive dogs less viable since they’d naturally be the ones with the highest premiums. I guess it would be a pain for responsible dog owners, but then presumably the premium on a smaller dogs would be comparatively low, even more so if you had evidence of training classes or whatever. So, how would you feel about compulsory dog insurance?
