Pc build, help choosing between b850 vs x870/x870e and other factors

TLDR: Expensive country with meh availability of parts. Might go for B850 premium+R7 9700x+64GB 6000MT/s CL30 Kingston.
Since I live in a country where part prices and availability are somewhat weird compared to the US and EU countries, a lot of the "Budget, medium and premium" comparisons might not properly reflect the price/performance relation. So therefor I need some help choosing the right MOBO+CPU combo for my build.
Main usage, running a heavily modded Minecraft server and some light gaming@1440p. Games like Minecraft and F1 24. This is not my main build and will sit in my rack, which is why there is only going to be a limited number of games and activities. The old system was an i7-11700+32gb@3200MT/s@CL18. Worked fine for the server, but gaming at the same time was not the best experience.
The idea is to run the build with either 2x16GB or 2x32GB with 6000/6400MT/s CL30/CL32. The RAM sticks in the table are the cheapest name brand non-RGB EXPO sticks. CL28 in 64GB@6000MT/s is available at 300+€ and in 32GB@6000MT/s 150+€, both are G.Skill Flare X5 and will be available in 2-4 weeks from now.
All prices include tax/VAT and free shipping. All CPUs are tray and not with cooler. Will be using an Arctic LF3 360mm. R9 equivalent CPUs are 120-200€ more. The 6 gen MOBOs, B650, B650E, X670 etc. are only 10-30€ cheaper. GPU wise I have access to from RTX 2070 to RTX4080Super, so this is not a problem.
I am contemplating going with B850 premium+R7 9700x+64GB 6000MT/s CL30 Kingston. Combination recommendations are more than appreciated!

The RAM is luckily easy get the 6000cl30 corsair kit. Cheapest and best for 7800X3D.
Do you really need 64GB for a minecraft server?
Those board prices are rough, of those I'd get the cheapest whichever CPU you get, which is more than plenty.
I'd also look into cheaper motherboards in general, none of those CPUs require a high end boardn and B650 is also plenty for your config.
The boxed versions of those also don't come with a cooler, only the 7600 and 7700 non x do.
name brand really doens't matter. Corsair has as much issues as any other "non brand" (I assume you mean silicon power or teamgroup).
EXPO also doesn't matter, XMP will load all the same. The XMP and EXPO profile on corsair sticks are identical (I have those, both EXPO and XMP versions).

Is the 7800X3D actually worth it, at almost the double price of an 9700x? I see that i miss calculated the 7800X3D price, updated the post.
ASRock and Gigabyte B650s are around 190+€ here. For some weird reason the MSIs are almost identically priced as ASUS, ASRock and GIGABYTE. MSI and ASUS is also easier to find.
Name brand was more directed at some of the stuff you find on AliExpress.
Price wise only \~10€ difference between XMP and EXPO versions here.

That's really up to you of course, but it's mostly down to if you want really high fps gaming. A 7700X/9700X is much better value for gaming, and for something like running a server an X3D CPU has no benefit.
Well that's already 60 EUR less. :)
ASRock B650M PRO RS is usually pretty good value for the quality, 3 M.2 solid VRM performance. ASRock B650M HDV/M.2 if you want to go really budget, if available of course. mATX boards but solid quality. B850M PRO-A/PRO RS likewise.
Yeah fair, I'd skip completely unknown brands.
Likely won't make a difference in practice if the timings are the same; the profiles likely are identical.

The B650M PRO RS and HDV was for some reason pretty expensive, almost the same as the MSI B850 GAMING PLUS WIFI. The cheap B650s for \~190€ are ASRock B650M-H/M.2+ and GIGABYTE B650M S2H. The rest is 225€+. Might wait a little to see if anything comes on sale since there isn't any rush to complete the build.

Yeah those are indeed pretty bad boards to be honest, especially if you want the ability to potentially upgrade down the line... B650M HDV/M.2 is a very different board.

AM5 CPUs have 4 general purpose PCIe 5.0 lanes. If you want those lanes to run an M.2 slot, B850. If you want them to run a USB4 controller instead, X870/E. The Tomahawk X870/E does give you the option of splitting them between an M.2 slot and the USB4 controller though. Performance will be the same on the three boards anyways.
