Just witnessed a t207 squawking vfr and scud running for 200nm and the local airport is reporting OVC011. When you see something that is dumb/stupid/dangerous, and you have no control over it, what do you do? call the fsdo for their own safety? Yell at the void and tell yourself you'll never do that? Go to reddit and publicly shame them? I'm conflicted.

You asked a question, then provided no details. So what am I supposed to do besides make assumptions? Flying below clouds, even scud running, is perfectly legal in all of the us depending on what airspace you are in. So go on, give us the rest of the story.

When I worked pipeline in a 172. Class G airspace cloud clearance is 1mi clear of clouds and our company allowed us to launch in 700 overcast to fly the line at 500’ via a low level waiver. I appreciate your heart is in the right place, but mind your business 👍

If you’re going through a pilot mill and see something like that you might assume they are breaking every rule in the book because your school won’t let you fly with a 5k ceiling… it’s all about what you know or don’t know I guess. At least they didn’t immediately call the FSDO like that UA jump seater on SWA 🙄
