Sounds like you need more flexibility than the 141 is giving you. And it sounds like you already know what to do. There's no sunk cost here, you will take your hours with you.

I’m located in Canada and of course the weather gets really bad especially during the winter. Sometimes I fly once a week if I am lucky so it’s hard to maintain currency. I have been at my flight school for 3 years with about 135hrs and I have not received my PPL.
I’m at a fancy part 141 flight school that only does 2hr bookings and the plane is usually available for 1hr 30mins (first 30 mins used for pre-brief). During that 1hr 30minutes, I have to do my walk around, get dispatched (which takes even longer on busy days), get settled in the plane with my instructor, start up, taxi, takeoff, do my flight lesson, taxi back and shutdown. As you can probably tell, this isn’t enough time to really learn much as a student because everything is so rushed. It’s also important to mention my flight school is located within a Class C control zone which gets extremely busy at times. It’s good for students to learn in this environment but it eats into basically the 45minutes - 1hr you have to actually fly.
More times than I can count, my flight instructor and I lay out a plan for our flight and we are just not able to accomplish half of what was laid out due to timing. This has affected my flight training significantly and is costing so much money. If I screw up an exercise, there is no time in flight to correct it. It would have to be delayed until another time.
I have been through 3 flight instructors who taught in very different ways. Therefore, I had to do things differently or add on tasks that I should’ve been doing from the beginning. This has also delayed my training because why is there no consistency in how things are taught. Why is one flight instructor more detail oriented than the other??
Anyways, I digress. Despite the short time allotted for bookings, I get blamed when we don’t get to do exercises planned for the flight. Either my walk around was too slow, I took too long at dispatch or I just wasn’t “efficient” enough. I’m extremely angry and discouraged after sitting at this flight school for 3 years hoping things would get better. But I guess I have to start looking elsewhere
