What was the origin behind the "NODOUDT" license plate they always used?

Always stuck me as odd they had NoDoudt. Was it because no doubt was taken? Why not get something entirely different or more show relevant?

You and me, we used to be together
Every day together, always
I really feel that I'm losin' my best friend
I can't believe this could be the end
It looks as though you're lettin' go
And if it's real, well, I don't want to know

Jamie did a commercial for the band No Doubt in the 90’s. He kept the plate, used it once for fun and a gag was born.

I really can't tell if this is a joke or not.

The origin??? Probably a state penitentiary.

Was it a joke from the episode about defeating speed cameras and Jamie just made a plate flipper, and then they kept reusing it?
