ULPT: Stop dog owners from not using leashes

To be fair, there are places, usually rural, where if your dog is under verbal control and not harrassing humans, livestock, or wildlife, they can legally be off leash. But under verbal control means within your sight and reliably obedient. When you see someone with a leashed dog, you call your dog back to heel and it listens to you. Those dogs don't chase horses or cats or rabbits. Those dogs don't bother other dogs who might not want stranger dogs in their face or people who are afraid of dogs. And a dog who is at heel, leashed or not, is not really at risk of being pepper sprayed. I do not care if there is a physical leash as long as they leave us alone and are clearly under verbal control. Unleashed dogs don't have a right to just run up to people or other dogs. Even if the unleashed dog is "friendly" not everyone wants to interact. Neither of my current dogs are fully off-leash trained so they stay leashed outside of fenced areas. And for safety and health reasons, I don't allow them to interact with unknown dogs.
