Should I upgrade my pc or just get a new one?

Hey y’all this is my first ever Reddit post so I’m sorry if I say things in a wrong way. Anyways I was going to ask: I want to upgrade my pc, but should i just buy a new one?
My PC specs: GPU: RTX 4060 CPU: intel core i7-7700k Motherboard: asus rog strix z270f RAM: 2x8gb corsair PSU: Coolermaster 550W bronze 1tb ssd: WD_black SN850X Monitor: an old BENQ 1080p 60 Hertz
What I want: A good cpu (150 euros max) A good motherboard (I think a b550 is enough which is around 110 euros) A good GPU which is capable of playing games on around 80+ FPS on 1440p maxed. I’d like to know how much more ram I need or if this is enough A good PSU (how many Watt?) A good monitor that’s 24 inch, IPS, 1440p and 144-165 Hertz.
So I wanted to get a new monitor first: an IPS 1440p 144-165Hz monitor. But then I was like “will my pc even be able to run these games smoothly with 1440p?”, since I mainly play story games and I play them on high/ultra settings most of the time. I realized that my pc is kinda struggling with newer games though. (Sometimes games go lower than 60 FPS on 1080p while not being maxed. Rdr2, kcd2, cyberpunk 2077.). Sometimes apps crash and I checked everything but there isn’t a single problem, so I’m thinking it’s because of the cpu. My pc is really slow aswell. I wanted to get a new cpu, but idk which one. I was thinking of a ryzen 5 5600x (109 euros in the Netherlands) with an asus b550 motherboard (105 euros). Those are well in my budget, I’d rather not spend more money, maybe like 150 euros per part. I was also considering on upgrading my GPU in the near future. But then I thought I maybe need a new PSU aswell if I’m gonna upgrade my parts so I don’t really know. Should I just sell this pc, add money on top of it and buy a new one, or should I just upgrade it. Like I said I mainly play story games on maxed settings. So what parts should I go for mainly? I’d be satisfied I were able to play those games on 1440p max settings at around 80 FPS. Thanks!

honestly, your current setup is probably fine, but if you really want, grab a mobo with am4 or am5, and get a good amd cpu.

Yeah, cuz sometimes games just crash. I think it’s cuz of the cpu

that doesnt sound right. check the cpu usage while youre playing, they MIGHT crash if it hits 100% usage, but even then they shouldnt. that sounds more like a software issue.

my cpu uses 99-100% almost every single time i play a game, thought it was normal??

i mean, depending on the game, it might, but it ideally shouldnt. whats your cpu usage outside of gaming? also make sure (if your cpu has it) that your pc isnt running off integrated graphics.

Hey, really sorry for the late reply! I was busy with school. Anyways, it uses around 10%. and it's not running off integrated graphics.

Yeah, I’m gonna test it first without a new psu. If I see that it’s not working I’ll get a new one.

Absolutely not since I go below 60fps on some games while being on 1080p and not even max graphics

lets start with what your actual budget for this upgrade is at max?
the 4070 is probs the best part of your PC, should be able to run games at 1440p fairly decently if paired with a decent CPU and (assuming you are running 2x 8gb DDR4 ram) lets say atleast 2x 16gb ddr4 OR ddr5 (depending on motherboard/CPU upgrade and budget)
Recommended PSU for a 4070 is between 550W - 650W minimum. now, it should be able to run your build, but ofc depending on what upgrades you get, and how powerhungry a CPU, it might need a upgrade aswell.
i wouldnt recommend selling your pc to add to the budget, i would personally go for a MB+CPU+ram+PSU upgrade. but without a total budget number its gonna be hard to really tell.

Yeah so I don’t really know my budget but i know that I don’t want to spend that much because I see it as waste. I wanna buy the new parts second hand for max 250-300 euros. My main consideration was if I would be fine playing with these specs on a 1440p monitor

You need a new motherboard, CPU, and RAM. You can keep everything else.
You’ll see significant performance gains with an AM5 CPU. Then in a year upgrade your GPU to Nvidia 5000 series once the supply is normal and they don’t cost so much. You current GPU is totally fine for another year.
