Airspace unavailable to Russian flight (valid 16:00 UTC)

Part of the reason some countries haven't yet put a ban in place is that Russia will likely ban them back (as has happened with UK airlines) which may be a larger issue for countries like Finland/Sweden/Latvia/Lithuania than for Russia Estonia's national airline (Nordica) only has two aircraft and nothing serving Russia or Belarus where as Air Baltic does serve routes into and over Russia. Delaying the ban also gives your citizens a chance to get home
