ULPT Request: Any advice on remotes to control my elderly neighbors loud tv?

My 80 something year old neighbor's room is directly beneath mine. He clearly has many issues and I don't understand why he is not in a home somewhere but there's only so much I can do. The landlord is practically abusive and will do absolutely nothing about it. And I have a strong feeling that he won't even remember to keep the volume down anyways. He can't even remember who we are and has even tried to get in my car thinking I was his ride?? (Also he got his license taken for crashing into my old car and driving recklessly) Well, he plays his tv at max volume constantly through the fulll day. I mean he turns it on between 7-9am and pretty much on and off till sometimes 11pm. There's even been times when l'm not sure if he's leaving it on all night or waking up and turning it on. It's usually loud enough to make out the words and most of the time I can feel the vibrations coming through the floor. Most of the time I'm not really in my room except to sleep and I try to understand his age but when I have work the next day or just got off a long shift it is realllly frustrating to try to sleep to that. I have issues falling asleep as it is. I have tried sleep music and ear plugs (which aren't very comfortable) among other options but I feel like my only option at this point is to get some sort of universal remote to turn the tv down from my room. Does anyone have any advice on the best rer. do this and where to possibly get one?
