i need a bike with max allowed motor watt (under 18 no drivers license) with throttle and pedal motor support and if possible can someone explain the laws of bikes for idiots, me and my family might move to cali

Best bang for your buck all the way around is the Lectrick brand, they are a class 2 but can be unlocked to a class 3 mine was 1700 it has a 150 mile range and a 450 lb capacity and can go 28 mph once unlocked.

You do NOT want that shit box looking moped style ebike, ESPECIALLY in California. You want an ebike that doesn't look like ebike. You do NOT want attention from Karens, Chads and cops in Cali. Cali and New York are the most strict states in US when it comes to ebike laws.
Look into a stealth bikes like flx babymaker, Ride1up roadster, Mercedes eq formula e team, specialized turbo vado sl, orbea vibe h30, lemond prolog.
Ride under radar and you'll ride longe.

Aventon is pretty solid and works with some bike shops so sourcing replacement parts or service is not an issue as with many other random internat bikes.

There's so much available on the market, the best aren't the cheapest, laws varying by the State, and law enforcement has variance in issuing tickets to basically being a menace to society. I could get a $7,500 full throttle ebike and break it a day. Doing your own research is the Best Solution
