There is a place near me that builds bus bodies. Gets them imported like this. Splits them up. Throw a diff underneath. And job done. 2 trucks for 1 import. Strange thing to see.
This is common practice in some countries when delivering FWD cabs to specialty manufacturers who fabricate their own rear chassis/body assemblies. There's pictures all over Google of pushmepullyou units. Never saw one with RWD vehicles, though.

Seen fire trucks like this. Trucks like this are used in situations where it would be difficult or impossible to turn around, like working in a tunnel.
I remember the twin-cab DAF that competed in the Paris-Dakar. I believe the reasoning behind that was that it was easier to drive out if the truck got stuck, but I am unsure if this worked or was particularly beneficial.
In the fire fighter application it makes atleast some sense to save money. On axle can't be turned, the second cabine is fo more fire fighters and the second engine is hooked up to a pump.
These are definitely a thing for firefighting in tunnels where you don't have the space to turnaround or would have to make sacrifices on truck performance to do so.
