Where do scooters fit in?

For those familiar with the law in California, where do scooters fit in? I'm talking about the bird/ninebot/segway type scooters. No "operable pedals" so maybe not an ebike exactly?

Scooters are defined at CA VEH 407.5.
The California DMV has a page giving some highlights of the differences between motorcycles, motor-driven cycles, mopeds, and scooters.

What is awful about it? California’s definitions for things isn’t out of the norm in the US.
Arizona btw has more restrictive laws on electric scooters than California.

At the very least we don't have helmet laws. I know this sub is pro helmet but personally I'm not and I don't like someone telling me I can't. 25mph is legal without license and insurance.

Looks like electric standup scooters are limited to 20 mph in Arizona.
“31. “Electric standup scooter”:
(a) Means a device that:
(i) Weighs less than seventy-five pounds.
(ii) Has two or three wheels.
(iii) Has handlebars.
(iv) Has a floorboard on which a person may stand while riding.
(v) Is powered by an electric motor or human power, or both.
(vi) Has a maximum speed that does not exceed twenty miles per hour, with or without human propulsion, on a paved level surface.”

what do people ride/drive after they lose their license. scooters under 49 cc or now electric ones.
take a good look at the person. riding one next time you see one. then they busted on the scooter,,, then their the ones stealing bicycles, Just saying
