For the average Joe, No. It's not. The average Joe isn't going to even look at who the seller is. Alibaba is the bulk purchase side meant for resellers. Aliexpress is where you as a consumer can purchase individual products directly from a Chinese manufacturer. But... Ali doesn't restrict who can create seller accounts. They also don't police things like fake reviews. So there are lots of scammer seller accounts on Ali. The only difference between ebay and Ali is that ebay polices things like fake reviews and handles disputes. Ali doesn't do any of that so the percentage of scammers is higher there. The average Joe doesn't even look at ebay seller ratings. They'll get scammed everytime on a site like Ali.
Some reputable companies also use Amazon to distribute. Take Philodo for example, they're a European Ebike company based out of Poland, that has a distributor in California, but they also sell through Amazon
I purchased the Philodo H8 and the Jumbo ebikes from Amazon. I'm well pleased with this brand. The Jumbo, as the name states, is a beast full of power. I couldn't be happier from my research of all the ebike brands out there. Plus, Philodo is well priced.
Keep in mind that the prices do not include shipping and customs which can exceed the cost of the bike itself. Also you are responsible for working out the details of getting it imported into your country. This can be simple, or complex, depending on where you live.
Maybe...But, I'd be wary...like anything online, there's always a risk.

Some are also copies of bikes sold on Alibaba/aliexpress - you may as well go with a reputable company who will honor their warranties.
Surprisingly, Ancheer electric bikes on Amazon did give me a new battery due to their old ones being a fire hazard. And this was 5 years later.

Took a swing at a heavily discounted 2022 Sur-ron on Aliexpress 2 weeks ago. I was wary of it, but gave it a shot. It was delivered on Tuesday.
It was a 6" cardboard box with a piece of scrap plastic in it.
Aliexpress issued a refund, but it was annoying.
If the deal seems too good to be true, it probably is.
