Idk what's the issue it suddently started glitching HELP!

I just opened up minecraft and that happened??? ITS GLITCHING

Some issue was there before like when i used chrome and switched between 2 sites it wouldnt load in and when i moved my cursor the other site started loading it by following my cursor's path.
It also happened to me in discord.
