YouTube comments say this guy is wrong on securing pallets of singles, thoughts?

So in the video, the guy points out that the flatbedder incorrectly secured the pallets of singles. He says each stack/pallet should have two straps instead of one. He argues that this is FMCSA regulation, specifically, this:
- 5 ft or less in length and more than 1,100 lbs in weight; or

It's 49 CFR 393.110 (b) in the regulations. A lot of commenters are saying he's dead wrong. But I think he's right. I'm not a flatbedder, but I might be soon and looking to learn. Thanks!
