Could a psu be giving issues that look like ram problems?

I’ve had issues with my pc for the past month, one that doesn’t make sense is that the 2 ram sticks on my motherboard are inconsistent, I take one out and the pc works fine but I take that same one out and put it in the same slot and then the pc doesn’t boot, plus recently my pc has been crashing when I close any game, the pc just bricks and keeps the image up with audio playing
One of the biggest sign I think it could be is that in my gpu is 2 debug leds, where when I have startup issues with ram on of those light are dimmer than the other, which could mean not enough power is being supplied

I don't understand your RAM explanation. One stick never works? Another always does?
Closing a game may change voltages a lot suddenly, so yeah that is a common stability issue type. Voltage somewhere drops too much and errors some part out or so. The way it crashes could give hints to someone who is familiar with different crash types, but I'm not sure how to read that.
I don't feel like the debug led being dim matters, but who knows.

The ram is just confusing in general, like let’s say I have 2 rams slots, where I have both of them in and I somehow got the pc to boot, now let’s say I take the ram out of slot 2 and the pc still boots, then I take out the remaining ram and put it back in the exact slot it was just in, now the pc doesn’t boot, my theory is the voltage keeps changing making the pc not boot, it bring up the white leds on the you which is a power supply debug

I have a rtx 2060 super, ryzen 7 5700x, 32gb 3200mhz ram, b450pro M2 Max, and a 750 watt power supply

Sounds like a pain to me, which usually means either PSU or mobo. I'm not familiar with AM4, so I dunno if BIOS updates could help there with any of this. But I doubt that would fix the game crash thing.
