Best budget jack-of-all-trades GPU?

I'm building, and I want to choose my CPU based on a GPU that costs no more than 200-250$ (I'm trying to spend the least possible, I don't mind sacrifices, if there's something that could do for less than 200, I'll opt for it, but if there's literally nothing decent in that range, I could do less than 300$) that is good/decent for gaming (1080p, I don't care about the newest titles), streaming, learning skills and applications like photoshop editing, video editing, blender, the adobe applications and whatnot.
I don't mind a used GPU at all, and I'd much appreciate to know what's the best CPU (used and new) to pair with that GPU.

The RX 6600, RX 7600, GTX 3060 all work well. The RX 7600 is probably the best card on the list and only $350 new.
The Ryzen 5 5600 would be a good CPU to pair with it. However, it is better for gaming.
The Intel i5-12400F or i5-11400F are better for other things, editing, blender, etc

I run a RX 6700XT, I get easily 144fps in anything I personally play. It’s paired with a Ryzen 5 5600x. Idk how much you have for a bundle the gpu is currently like 250$

3060 12gb should do
