I would go with Ryzen 7600X. Cheaper, better, and is newer. AM5
AM5 lets you do DDR5 Ram.
Not sure about an Intel GPU. I haven't had any experience yet.
For 20 dollars more, you can get a 4060, which has a better UserBenchmark score, for what thats worth.

What? It's 8 cores, and yes, sure slightly expensive, but in the long run, your system should only be worried about GPU upgrade.
If you really want a short term, waste, you might as well get i3 12100-14100.

3060TI and 5700x3d, target kinda open because it’s for the living room TV (I know I know) so she has everything capped at 60hz. So far it’s performed great. Will upgrade the GPU at some point the next year or two but I suspect the x3d will hold up for some time

Tariffs will affect everything, because it affects the supply chain.
It will especially affect tech. So many components if not made completely outside the US, use parts made outside the US.

3rd fastest newest 50s GPU should be $800 (not “$500” like 30series), so I’d definitely expect soneth8ng faster than a 4070 Titanium Super Duper 16 Gigger for less than $1k sometime before May.

On the used market you could get something much better than a 4060. Cpu is alright but that cooler should be swapped

"Trustworthy" can depend on the person selling mostly. If you want good buyer protection, go with ebay. Usually a little more expensive but any scams will be refunded fully. Kijiji is where I got some good deals, but be weary of their protection. Facebook marketplace is the wild west but if you do your research and test beforehand, you can get some absolute STEALS. Also if you're in the US, apparently Jawa is reputable.

While these may not be the best deals you can get right now i built this for my friend for christmas as something to use for about 30% gaming and 70% video editing. I think it would give you significantly better performance for the price. And while I'm not as familiar with intel gpus as with the competitors, it seems like Intel's current GPU line is almost more "proof of concept" at the moment, with price and performance aimed for more budget rigs than what you seem willing to spend. I would bet we see a toooon of prebuilts with intel gpus for cheap in the near future.
And as others have said , windows keys can be found quite cheap from third party resellers. I doubt i can Boldly N Harmlessly link these sellers websites, with WAREHOUSES full of keys, but im sure a quick google search will find em for ya.

It looks fine except for the GPU. You can find an RTX 4060 for $300 (10 dollars more) that does 60% better performance.
