Should I build a whole new pc or just upgrade my GPU?

My current Specs
GPU- AMD 6700xt
CPU- i5-12600k
Ram- 32gb ddr4
Motherboard- Z690 UD AX DDR4
PSU- 750W gold
I built this PC in early 2022, and I'm figuring out if it's time for a full system upgrade or not. I currently need to upgrade my monitor, but my current build can't handle the monitor I want to get.
If I were to build a whole new pc, I would set a budget of around $1500 or so.

Why not get the monitor first, and see what exactly your gpu can handle.

Sorry jsut saw your comment after I added the monitor in an edit. I don’t think my gpu can possibly handle that monitor

That depends on what you are playing, a lot of games will do find on the 6700xt at 1440

I agree as well, but i think my goal is to run more demanding titles at higher frame rates, i can do 1440p, its just that itll be at 60-70hz

I gotcha. If it was me, I'd get the monitor first. Try it out. Want more, then get the GPU, it'll give you the time to wait for 5000 series cards to come out and reviewed if that is the direction you decide to go.
Your system should be good for now. But if not, upgrade it later, after you tested the gpu.

Easy upgrade GPU only. That CPU should be able to support a GPU that is 2x as good. A 4070Ti S would be the realm of what i would shop for.
