ULPT - Dogs barking non-stop

My neighbor has 4 small dogs. She goes out 3 to 4 evenings a week and 2 of the dogs yap continually, like 5 minutes on and 2 minutes off. We have to mind our movements in our own home in case we make a loud sound which sets them off again.
I've spoken to her nicely and she suggested I get one of those ultrasonic dog repellent devices, which I did. It just makes the barking worse and freaks my cats out. I spoke to her again and she laid a guilt-trip on me (one of the dogs is 13 and was abused and hes getting used to the new place, she's working 3 jobs etc). She then committed to getting a petsitter or her mum to house sit whenever she's away. That hasn't happened.
The third time I spoke to her she got aggressive, basically saying things like "I didn't sign the complex rules (implying that they don't apply to her cos she didn't sign? Strange) and "she gets home at 10pm which is the cutoff time for noise, so why are you complaining" (but this contradicts the first statement). Essentially her message to me was DEAL WITH IT.
I've spoken to the leasing agent and the property managers who have done nothing. What other avenues of recourse do I have? I want to silence them dogs without causing harm, and get her to experience what we are.

Ask her to control her dog's barking. Go over every single day.
Play "who let the dogs out" on repeat in your backyard for HOURS every day, at a legal volume (but loud enough that she can hear it).
Compromise you will play your favorite song less if she (or he) controls their dog's barking

Excuse me, I think you’re lost. This is UNETHICAL LPT. Where most comments involve liquid ass, pee discs, destruction of property, and other atrocious acts. Dosage for humans is something like 1mg/kg. For dogs, it's more like 4mg/kg. Chihuahuas weigh about 2kg, which would indicate a dosage of about 8mg or a third of a 25mg benadryl. However, chihuahuas are some of the smallest dogs. Anything up to 20lbs or 9kg is still a small dog. For dogs of that size, dosage would be 36mg, or something like a benadryl and a half, which would be the recommended dose for an 80 pound human

People can record sounds, we have a lot of recordings of sounds. Dogs don't like the pitch of dog whistles, just look up a recording of dog whistle and play it on high volume whenever they bark. If they stop barking, then you stop the whistle, after about 4-5 times they should associate barking with ear pain and stop barking.
The issue with the dog repellent noise emitter is it's constant noise and they're sat on top of it. If you were locked in a room with ear shattering baby metal with no escape you'd cry too.

Not sure playing a recording would work as well as an actual whistle. Speakers are designed to produce the range of sound humans can hear, which dog whistles lay outside somewhat.

My brother in law had the same problem. 5 chihuahuas next door in a fenced in yard that yapped constantly. Them one night at about 2 am they started going off for about 5 minutes and then it got completely quiet. He found out the next day that a coyote had gotten in and ate 3 of them.

Benadryl is probably the cheapest option but it has to be used all the time. CBD can be useful but similar to Benadryl, has to be given to them. You have cats. Do you have catnip around? Drop some in their space and maybe get them a bit calmer. I have a 50+ lb dog I give catnip to. She calms down for a bit longer than usual on that. And maybe some of those calming diffusers for pets, if you can get into her space for any reason and plug one in.
This falls more on the ethical side, but can you get to know them, maybe walk them, gain her trust, get a key, and then you could give them catnip and the diffuser as needed? And if one or two still wont settle you can give something else like CBD or Benadryl. And if you have any inclinations for dog training you could train them to do some stuff along the way. “Quiet” and attach it to three bangs on the wall maybe? Then they’d never even bark if ppl knocked on the door.

Buy a cheap dog whistle on Amazon. When she goes to bed at night, go outside late in your yard and blow that thing. It will make a barely audible whistling sound but her dogs will hear it an start howling and barking inside while she is trying to sleep. Her perspective will change.

Suggest she get bark collars. If not, get a dog whistle to use when she’s home, esp. when she’s sleeping. You’ll have a legit complaint for noise after quiet hours for the police to handle.
