New RTX 4070 goes lower than 60 fps

Hi everybody,
I just upgraded my computer's GPU from a GTX 1660 to an RTX 4070 and am not really seeing a lot of difference in terms of FPS except the fact that I can run better graphics but at lower graphics there is no difference. I have seen that there could be some bottleneck issues with my CPU (AMD Ryzen 5 2600) and am looking forward to any advice about this.
I also have 32GB of ram and an SSD so I was really looking forward to this GPU helping me get constant 60 FPS which was my main goal at start. Do I need to invest in a new CPU to be able to run the games smoothly?

Make sure the vendor is an actual vendor and not some third party scammer.

It's 169€ on most of the official websites and has 16% more performances than the 5700 I don't really understand how the 5700 can be 80€ more with less performances

no idea on your search results. In the USA, the 5800x3d is around $450, while the 5700x3d is around $250.

I live in Belgium so here 5800X is 169€ and 5700x3d is 240€

Ahh... we are not talking the same chip.
there is the 5800x, 5800x3d, and 5700x3d
The x3d chips have larger CPU cache which is better for gaming.
The regular 5800x has faster clock speed than the x3d. Its the tradeoff between larger cache versus faster speed.

Ohhh okay thanks for the precision thats why the 5800x is cheaper than 5700x3d, as 5800x3d doesn’t seem available in my country 5700x3d seems enough ?

I have a 3070 and went from a 3600x to the 5700x3d and noticed a lot less dropped frames.

One last question I got a 600w power supply do you think its enough?

Off the top of my head, I think so. I'm running a 650w plus gold from EVGA.
I'd have to run something more intense on my machine, but my recollection is I've hit maybe 450w. I don't play AAA games, so not sure how relatable.
The 5700x3d draws more power than the 2700, but the 4070 is slightly less hungry than the 3070.

If it is a quality psu, an overdraw would cause it to shut off. Lower quality, mileage will vary.

Make sure to check your mobo if it needs a BIOS update. Also remember to warm up the thermal paste before removing the cooler, ie run the system for a little bit before doing the swap.
A little gentle twisty motion sometimes helps to break the seal.

Yes will do I just saw that my latest mobo update was in 2019 so might be time, and for the cooler until now I didn’t have any cooler on my cpu but will definitly buy one with the cpu. Thanks for the advice!

If you have a cpu bottleneck (which you do) the best thing to do for the smoothest experience is actually crank the graphics up as much as you want, because then the gpu takes most of the load off the cpu. Not sure why you thought lowering the graphics would make your system run better

Sure that's what I did at first I thought lowering the graphics would make me gain FPS but then understood later that I had to crank the graphics up to get more GPU usage, but as I'm seeing well better graphics the game doesn't run really smoother than before and that was what I was looking for at first (even though the game is way more beautiful than before). I was really looking forward to having nearly no stuttering in games as that's what I was struggling with when I had a GTX 1660

It's certainly possible you have a CPU bottleneck. But it also depends on what you're doing with it. If, for example, you're trying to run a path-tracing game at 1440p on a 4070, I could see <60 FPS being normal. Some games (Elden Ring, notably) also has the FPS limited to 60 FPS and could have a part in this as well.
You need to provide more information here. Specifically the games and resolution.

I play a lot of different games from Black Ops 6 to campaign games like The Last of Us or even Elden Ring, I play on a 1920x1080 screen so pretty usual resolution but I'm open into investing in a better CPU if that's what I need to get the performances needed as that's what I upgraded my GPU for, but I see a lot of people saying 5800x or 5700x3d are good and they seem compatible with my motherboard so i'm hesitant into getting myself one
