Neither unless you already have the MB for it.
If you plan on building from scratch use an AM5 CPU unless you have a very limited budget in which case a 5600 or 12400 can be a good choice. Don't ask for recommendations part by part, it's rarely (if ever) an individual part that determines the performance of a pc in different use cases.
Have a look on r/buildapcforme for build recommendations. Post here once you have a better idea of what you need.

I have a i7 7800x atm so I will need another mobo aswell. I dont need the best of the best parts but a good upgrade that will improve my dps in games. My current gpu is gtx 1080ti and i have 32gb ddr4 ram

Since you need a new MB then price check a 7600 (7500f)+ b650 /b850 + 2x16gb ddr5 6000 cl30, if it's doable with your budget it would be the best choice.
Modern platform with a good cpu upgrade path so you won't need to swap the mb in a few years when you'll want another upgrade.

Ryzen 5 - 7600 + b650 mobo + 32gb ddr5 ram would be possible for the budget. But will this already boost my fps in games or will that only work when I also upgrade the graphics card ?

If you play at 1080p with not very high settings it could, it will at least ensure more consistent fps.
If you play at a higher res more likely than not you won't see any difference.

I always play 1080p. I think I'll get these upgrades and look for another nvidea graphics card in a few months.

Give it a few months for the new gen "1080p" GPUs to be out, stuff like the 5060/TI and 9060.

No expert, but i think it depends on the gpu too. I thinl people will be able to help you better if you submit more of your specs
