"USB Device Over Current Status Detected" error after power supply swap.

I will start where I first started making changes and why.
I was getting monitor disconnects randomly and my monitor would turn black and would not come back on. After diagnosing, I realized that my PCIe connector to my graphics card was black and very dusty on the prongs on female end and when I plugged it back in, turned computer on and wiggled it, the screen would turn black and had to force shut off computer once again. That gave me the idea to go get a new power supply because the current one I had was not a modular so I had to replace every cable and not just the PCIe cable. I went to best buy and purchased 32gb more ram because I only had 32GB, and a new 750w power supply. I installed all ram and the power supply and for some reason the computer and fans kept pulsating when trying to turn on, so I had to quickly shut it off. Made sure all connections were good, even threw it old power supply and now I am getting this message. "USB Device Over Current Status Detected. Please enter setup to recover BIOS setting. After setting up Intel Optane Memory or RAID, VMD options must be set according to the interface type to avoid unknown issues. Press F1 to continue and take advantage of ASUS optimized performance! If you wish to follow intel guidelines and apply its stock power limits, please disable the ASUS Performance Enhancement (APE) in the BIOS settings. System Will Shut Down After 15 Seconds." I read through reddit before posting here and seen that someone recommended to pull all RAM but slot 2 so I did, was still getting same error message but when moving the lone RAM to slot 3 and 4th the computer would continue to run and the fans were pretty loud consistently but the monitor would never turn on, nor message. I tried this with all 4 sticks and it was the same situation. I even tried putting a stick in slot 3 and slot 4 at the same time, slot 2 and slot 4 at same time and monitor would never turn on, nor message. I am scratching my head here. I am beginning to think its the motherboard but I am curious to see what you guys think to make sure that way I don't go out and just buy stuff without knowing for sure. Also just wanted to add that I am not able to get into my BIOS even when its telling me to hit the proper keys. Is there a secret to still being able to get to my BIOS?
Troubleshooting attempts:
Unplugged everything connected via USB, moved everything around and tried every slot with just the keyboard. This error would even come up with nothing plugged in to the monitor.
Plugged in GPU to old computer and worked fine so it's not the GPU
Replaced the CMOS Battery on Motherboard
Tried power supply from old computer and still same error message, even tried the new power supply in the old computer and worked just fine.

Nvidia 3080 RTX
Intel i7 12000KF
Motherboard: Asus ROG Strix G15CF
64GB 3200 Vengeance LPX DDR4 Ram

I had this when I connected the front I/o into the u2 header on the mobo. Apparently it ISNT bidirectional and I had it upside down

I tried getting a photo of the motherboard but it looks like that's a prebuilt. Google "USB c motherboard header". That's what I'm talking about. See if you have that on your motherboard and make sure it's plugged in correctly. It looks like you can plug it in any way but you can't, there's a correct and incorrect way but it's so tiny I didn't notice and that's what gave me that error

I did get this resolved. I ended up just going to get a new motherboard to troubleshoot, and that was the issue. I must have tried my motherboard attempting to put the new power supply in.

Hey, I had this issue building my first PC a year ago, went through reddit and tried all the solutions, but they didn't work. I just returned the motherboard, got a refund and rebuilt it with a new motherboard and new power supply. Not sure how helpful this is, but if all else fails, you can try return your motherboard + power supply and rebuild?
