Where is my PC's bottleneck?

Hello redditors, how you doing?
I'm having some struggles with my computer and aince i'm not an expert on hardware and stuff, i'm having a very hard time finding out where is my pc's bottleneck.
It's been a while that i'm noticing some performance issues while gaming on whatever game i play, being it Tibia or Red Dead Redemption 2. Right now I'm playing The Bazaar and my GPU usage is around 40% while my CPU usage is somewhere between 60 and 80%,
My configs are:
- Intel i5-10400 @ 2.90GHz
- RTX 3060 TI
- 32gb RAM (DDR4)
- PRIME H410M-D
I was reading some stuff and saw something about the PCIe compatibility between the motherboard (which is 3.0x16) and the GPU (which is 4.0x16). Is this that big of a problem?

Low-mid cpu+low-mid gpu, should be fine with no or limited bottleneck. If you are having performance issues in games you've previously played fine, id look into it being a software thing. Especially if you've had the system up and running for awhile
Start simple, check temps and clean all heatsinks and fans. Repaste heatsinks.
Then move on to reformatting and reinstalling OS. Years of driver updates and installing/removing programs does lead to weird performance issues.
If you must go the hardware route as you've said your CPU usage was high (but not 100%), you can either upgrade your CPU to an 11th Gen as it should be compatible with your motherboard. Or you upgrade your motherboard and CPU to a newer platform. But would do this route as a last resort. The pic 3.0 vs 4.0 isn't really an issue, you lose some GPU performance depending on the GPU and use case, but it's minor.

i just acquired a new SSD and am going to format my machine this weekend. Hope this fix some of the problems.
Gonna do the fan cleaning and stuff, but high temperature never was the problem
I was wondering if the problem were my motherboard, but doesn't seem like the case.

How many FPS are you getting? Do you have FPS capped and are maintaining that cap, or is it uncapped and fluctuating?

It's uncapped and fluctuating. I rarely use stuff like v-sync because it seems like my computer have a lot of trouble maintaining high fps.
On League, for example, i've being playing with 120 fps and having very hard drops to stuff like 60 or even lower, also with uncapped fps and no v-sync

Thags weird bro. I have a 10400 with a gtx 1650, 16gb ddr4 ram and I run league capped at 144fps without drops

if you have higher cpu usage than gpu then the cpu is the bottleneck. Most rigs run maxed on gpu and cpu sits between 20% and 50% depending on the cpu used and the type of game being played (sim type games tend to use more cpu than games like shooters)

If it typically pairs well then you may be thermal throttling the cpu. Have you been monitoring cpu temps? I dont know the thermal limit for that cpu but you should find out and keep an eye on your thermal graph in task manager to confirm. if it is thermal throttling then you either need to clean your heat management solution or upgrade to something that can cool better like a liquid cooler.

monitor your cpu usage at a core level
I'd assume just from the gpu being at 40% that you're cpu bound

you can use task manager
on cpu chart, right click -> change graph to -> logical processors

so your gpu is at 40% and your cpu is hitting 90%, it's almost certainly a cpu bound situation
