Low fps in league with a 4080

This isn't something that bothered me till I randomly stumbled upon a video of a 4080 and 13900KF get about 390-400fps constantly on league. I have an 11600KF OC'ed to 4.9Ghz all core, an FE 4080, 32GB DDR4 3200, Z590 Tomahawk, RM850 PSU and a 43" Samsung QN90B (4K 144Hz). Any other game runs just fine, uses the CPU and GPU as you'd expect, only league behaves like this.

I was trying stuff on practice tool, the game usually starts with about 600fps and then settles to around 350fps, going under 300fps when jg camps spawn and then around 200fps when I get to blue buff from red.

Following are the things I have tried:

- Set all graphics settings to very low

- Fullscreen and windows mode, usually I play borderless because I enjoy the 21x9 aspect ratio and I have a 43" screen.

- Turning off hardware accelerated gpu scheduling.

- PC power plan on ultimate performance.

- Nvidia program settings, turning off low latency, turned on optimized threading and set texture filtering to high performance.

- Stock CPU settings, no overclock.

- Change windows performance advance system settings as below.

I've also seen a video with an 11600k at about 200fps . I would eventually llike to try reformat the PC as I haven't done so in a while and I have upgraded the GPU a few times since I first got this PC. Anybody else have a similar issue where league isn't performing as well as you expect it to? What have you guys tried and what worked?

EDIT: I'm getting around 200 - 240fps now consistently after a reformat. Not as high as I thought as it would be but at least it's consistent now and I don't feel stutter anymore. Maybe the way league is coded vs my CPU is why it behaves so poorly. But then again, very happy with the consistent fps now.
