New to this, so I have a few questions...

I've been following this sub for awhile and finally thought it's time to jump in. I'm a console gamer whose never built a PC before, but now I've got the bug and wanted to go ahead and get it done. I have two possible builds in mind, one a mid-ATX case and one a micro-ATX case.
For the micro-ATX, I'd go with:
- Case: Cooler Master Q300L
- Motherboard: MSI Pro B650M-A
For the Mid-Tower, I'd go with:
- Case: NZXT H5
- Motherboard: MSI Pro B650P
Regardless of which I chose, the below are the remaining components I've come up with:
- Processor: Ryzen 5 9600x
- CPU Cooling: Thermalright Peerless Assassin 120
- PSU: Corsair RM650 80
- Video Card: ASUS GeForce RTX 4060 EVO OC
- Memory: Crucial Pro 32GB
- Storage: Samsung 990 2TB
As someone new to PC building, I'm looking for some insight on the parts I've chosen and if there are any swaps I should make, as well as whether I should go Micro-ATX or standard ATX. The only reason micro-ATX is something on my mind is because I would like to place the tower next to my media cabinet and have the PC plugged into my TV at all times, so a larger tower might look a bit out of place - but it's in no way a dealbreaker. My intention is to only use this for gaming.
Any and all advice/recommendations is appreciated!

Not terrible, not at all. But a few things:
First on the ATX vs mATX situation, a larger case will be easier to build in, so if it's your first time doing so and you don't have a strong preference either way I'd recommend ATX. It's not a night-and-day difference, though.
The 9600x is a fine CPU but not that much better than a 7600 or 7600x, which are both considerably cheaper. Make sure you get a 2x16gb kit of DDR5-6000 CL30 memory to go with any of those.
The TR Phantom Spirit is an updated version of the Peerless Assassin, and usually about the same price, so I'd get that.
The RM650 is an alright PSU but there are better ones for about the same price.
For just gaming, the extra performance of a high-end SSD like the 990 Pro is practically unnoticeable. You can get a mid-tier like a WD SN770 with essentially no difference, or you could go even lower.
The 4060 is not a fantastic value compared to something like a rx6750xt that has much better performance and more VRAM for slightly more. The 6750 also requires more power, however, so will need a beefier PSU than a 650W one.
All that put together, I'd suggest something like this:
PCPartPicker Part List
One other change I made here, I put the cheaper MSI B650 Gaming Plus Wifi motherboard on the list, as it's slightly cheaper and should be as good as the B650-P, if not better than.
